Sabanilam Enterprise Sdn Bhd, a Bumiputera developer signed the Tripartite Facilitation Fund Agreement with the government and Bank Pembangunan Malaysia Berhad in relation to the development of the International Technology and Commercial Centre (ITCC), Penampang yesterday.
The signing ceremony, held at Magellan Sutera Harbour, in conjunction with the launch of TERAJU, was witnessed by the Chief Minister Datuk Seri Musa Haji Aman and Minister in the Prime Minister’s Department, Tan Sri Nor Mohamed Yakcop. The signatories were Dato’ Sri Dr. Ali Hamsa, Director General, Public Private Partnership Unit (UKAS, JPM), Zakaria Saad, Vice President, Bank Pembangunan Malaysia Berhad and Datin Seri Panglima Sylvia Malakun, Managing Director, Sabanilam Enterprise Sdn Bhd.
The agreement is for the award of a facilitation fund of aboutRM19.95 million being a “tipping point” grant by the government through UKAS, JPM.
Sabanilam Enterprise Sdn Bhd is one of six other recipients of the facilitation fund in Sabah, thus far, and the ITCC, Penampang is a mixed-development project under the Sabah Development Corridor (SDC) initiatives. The facilitation fund will be applicable to ease the cost of infrastructure work like road, sewerage, utilities, etc. Details about the government facilitation fund is available at UKAS, JPM website at www.ukas.gov.my
The ITCC Penampang with a gross built-up area of about 1.6 million square feet is currently being developed on a 10.475 acres prime land along main highway Jalan Pintas/Penampang By-Pass. It consists of a four storey commercial mall with more than 535 units shop-lots, a 19 storey hotel, a 16 storey hotel suite and a 16 storey i-Office Tower.
The ITCC Penampang with a gross development value of more thanRM300 million is scheduled to be completed by September 2015. It will become a state-of-the-art iconic landmark in Penampang and upon its completion it is expected to further boost the local economy with various economic spill-over activities. The ITCC is also expected to create more than 4,000 jobs that will bring improvement to the economic well-being of more than 20,000 family members.

Orang yang berada di sebalik pembinaan bangunan ini ialah Datuk Clarence Bongkos Malakun. ITCC-Penampang itu adalah projek besar pertama syarikatnya, Sabahnilam Enterprise Sendirian Berhad. Mereka yang mengenalinya berkata, beliau amat berani. Namun, mereka juga mengaku yang beliau mendapat sokongan daripada bapa mertuanya Wong Kwok, jutawan pemaju perumahan yang terkenal. Ipar perempuannya, Datuk Susan Wong Siew Guen adalah presiden Persatuan Pemaju Perumahan dan Estet Sabah (Shareda).
