Ensuring a quality counselling service is important towards producing
a healthy and competent human capital, said Chief Minister Datuk Seri
Musa Aman. He said the counselling profession plays a very
significant role in helping the community to overcome various challenges
and to nurture personal growth professionally.
“This service
certainly needs to be provided with appropriate quality, and I am happy
with the effort and participation of various federal and state
departments and agencies in this convention and enhancing the quality of
this profession,” he said in his officiating address for the 18th
PERKAMA Convention held at the INTAN Campus last night.
The text
of his speech was delivered by Deputy Chief Minister cum Resource
Development and Information Technology Minister Datuk Dr Yee Moh Chai. In
line with the various governmental transformation programmes under the
1Malaysia concept, Musa said the counselling service is viewed as
consonant to the need and challenges to improve the community’s mental
health, in preparation for the country to achieve modern and advanced
status.
He also said counselling is considered as among the front
line professions that support holistic human capital development, by
providing a much needed service at educational institutions, in the
workplaces or within the community in general.
“Through effective
counselling services, we would not only be able to address problems
within the organisation, community and family institutions but also
identify and polish emotional fitness, which is among the most important
elements that determine the living quality of an individual.
“In
addition, as we rapidly develop, we are faced with various challenges
and changes in the lifestyle where negative influences could easily
affect those who are unable to adapt properly.
“Those who are less
resilient will need to be helped and guided to act sensibly and smartly
in dealing with these challenges. This is where counsellors can play
their effective role,” he said.
Recognising the importance, Musa
said the government had taken steps to empower the profession, including
through the enforcement of the Counsellor Act 1998. He added a
scheme of service for psychology officers had also been created in the
civil service to allow for the placement of trained counsellors in
various ministries and departments.
He also noted that PERKAMA
International was in the process of becoming an accreditational body for
the counselling service in the region, on par with the Council for
Accreditational of Counselling and Related Educational Programmes
(CACREP) in the United States.
“I believe the establishment of
this accreditation body would help to improve the quality of the
counselling services to comply with professional standard.
“I also
welcome the initiative by PERKAMA International this year where it
gives special focus to producing as many as possible capable counsellors
for handling cases involving OKUs (the disabled).
“This is important to help them live a better life in today’s challenging environment,” he added.
